After more than four years of relatively calm environment, the situation in Srilanka has gone back to "square 1". All the efforts of Norway mediated peace talks seems to be going in vein. Both the parties have got a new reason to break the ceasefire, the control of 'Maavil Aaru' reservoir. Srilankan forces resorted to airstrikes to open up the LTTE blocked sluice gates of water canal, which is the source of irrigation for srilanka troops controlled downstream areas.Both the parties are blaming each other and have put the Norway mediated Feb 2002 ceasefire agreement into backburner.The worst and most recent of all is the Srilankan airforce bombing an orphanage in Tigers controlled area, which LTTE claims to have killed 61 children and the Tigers repulsive attack on Pakistan High Commissioner convoy in columbo.Last week, 15 people working for the French humanitarian agency, 'Action Against Hunger' were killed in Muttur because of Lankan military bombings. And the list continues ....The fighting in last two weeks alone have displaced more than 30000 innocent civilians in the area. This also leads a huge influx of refugees into India. There is nothing worse than to live as refugees in their own home land. Even many risk their lives to cross over to Tami Nadu as refugees. United Nations High Commissioner for Refugees(UNHCR) has urged those planning on making the dangerous journey to Tamil Nadu, to carefully consider the serious dangers they may face during the trip. This has come in wake of recent drowning of 10 refugees while travelling by boat to India.India's roleThere are many reasons sited as to why India should keep out of Srilankan internal affairs.- The failure of the Indian Peace Keeping Force to bring an end to Srilankan war. Again there were lot of reasons for the failure, and many are attributed to the preparedness for our force and behaviour of IPKF in the mission, which caused anger to both Tigers as well as Sinhalese.(More details on IPKF mission - http://in.rediff.com/news/2000/mar/23lanka.htm)- Assasination of Rajiv Gandhi - one of the barbaric, unmatured act of Tigers which can never be forgiven."For anything, we turn to India", are the exact words from Srilankan president Mahinda Rajapakse recently. Of course, had this been 100 percent true from their heart, then Srilankan government would have sincerely implemented 1987 Indo-Lankan Accord offered by Rajiv Gandhi. Same is the case with LTTE, who recently regretted for Rajiv Gandhi's assasination and mentioned "India should be magnanimous and put behind the past and help in bringing peace to the region".Recently, I read a blog http://saisureshsivaswamy.rediffblogs.com/2006_25_06_saisureshsivaswamy_archive.htmlthe conclusion was"It’s tough to be a Tamil and have a rational perspective on the Sri Lankan Tamil issue, for it was never portrayed as a Sri Lankan cause but as a Tamil one. A dangerous pitfall, that, for if we accept it is a Tamil cause and since we are the homeland of Tamils it gives us a right to interfere in the internal affairs of another country, then we will have lost our moral right to protest Pakistan’s interference in our internal affairs."My opinion is we cannot compare the Pakistan's interference with India's. The reason for arming the Tamils were to safegaurd them against the harassments of Sinhalese forces then. India did this keeping in mind the situation that day. India's intention was not to create a seperate homeland for Tamils. It still supports the integrity of Srilanka and was not for a seperate Tamil land. During Rajiv Gandhi India was playing a mediator role, and proposed 1987 Indo-Lankan accord. But due to some of the events that were not in favour of India, India was forced to keep out for more than 15 years.But now it is the time for India to really do something on ground to ease the situation. Definitely, military aid to either of the parties or military involvement like IPKF, is not the one that is wanted. But India can definitely play more meaningful role in mediating and bringing both Srilankan goverment and Tamil Tigers along with all related parties to negotiating table. When Norway which is so far away and having little impact due to this conflict is putting great efforts in bringing truce in this island nation, India the so called Big Brother, being directly affected by the violence and which has greater interest in the region, should not keep quiet just expressing 'deep concerns' everytime the violence breaks out.I agree that we have huge number of problems internally ourselves like J&K, ULFA, Naxalites etc. to look into. But, India being a responsible player in international arena and looking forward to be one of the super powers cannot wash away from the problems happening in the neighbourhood. Of course, they are lot of hurdles in this, like LTTE is a banned organization and India cannot negotiate with Prabhakaran when he is in wanted list in India. But as our PM Dr.Manmohan Singh said in parliament this week that, "the only thing that is constant is change". India has to react to current realities and act accordingly to bring peace in the region like it brokered talks in Nepal. India should send out a strong message that it will simply not a bystander and watch innocent deaths.I am not a supporter of LTTE, but a strong supporter of the people of Srilanka who are victimised due to this ethnic conflict.- a Tamilnattu Tamilian
